A major development emerged this week as the federal government has decided to bring the small shopkeepers into the tax net and proposed to impose a fixed tax. Federal Minister for Finance Muhammad Aurangzeb presented the budget for the fiscal year 2026-27, in which he said that the government has changed its strategy and prepared the plan in consultation with and on the demand of limited shopkeepers and their representatives across Pakistan, in which the genuine concerns of the shopkeepers are put first.

Highlights

The issue at hand has deep roots and a history that continues to shape the current situation.

The budget speech said that under Income Tax Ordinance 99B, it is proposed to introduce a fixed tax framework for small shopkeepers and it can include those shopkeepers whose annual sales are Rs 20 crore or less.

According to the budget document, the government has proposed to levy a tax of one percent of annual sales under this system designed for modest shopkeepers, in which they will be able to adjust their withholding tax, but they will have to deposit a minimum of Rs 25,000 while filing the return and there will be no regular audit.

Standout Performances

Those following the situation closely say this marks a meaningful shift.

It was further informed that small shopkeepers will not have any withholding liability on purchases and will also be exempted from having POS machines.

What has become increasingly clear is that it has been mentioned in this reference that the shopkeeper who opts for the fixed tax framework will be given a green colored board, on which a verification QR code will be pasted and it will be displayed at these shops.

Numbers

The ripple effects of what has occurred are expected to reach well beyond the initial story.

In the presence of this board, FBR authorities will not be allowed to enter the shop for enquiry.

Alongside the primary story, in the tax regime on shopkeepers, it is proposed that the scheme will have a simple and one-page tax return available in all major local languages except Urdu.

Looking Ahead

A clearer picture is expected to emerge as more information comes to light in the days ahead. Until then, this development remains a pivotal point in an ongoing story with significant national implications.
